Medicaid Requirement

The Division of Developmental Disabilities (DDD) serves over 25,000 people. We can do this because the federal government helps pay for Community Care Program (CCP) and Supports Program (SP) services. To get this federal funding, each person, provider, and service must meet all state and federal Medicaid rules. This is why everyone who enrolls in either the Community Care Program or Support Program needs to be enrolled in Medicaid.

There are different ways to get Medicaid so it's important to understand how to become eligible.

If you get or plan to get DDD services and you get a notice that you've been denied or will be terminated from Medicaid:

  1. Fill in the DDD Medicaid Eligibility Troubleshooting Form.docx.
  2. Send the completed form and a copy of the letter from Medicaid to the DDD Medicaid Eligibility Helpdesk by email or mail.

If you live in New Jersey and receive Supplemental Security Income (SSI) from Social Security, you automatically qualify for Medicaid. Even if your income goes up, there are program rules that protect your Medicaid eligibility. What Is SSI?

SSI is a monthly payment from the federal government for adults with disabilities who have limited income and resources. If you are turning 18 and plan to use DDD services, we recommend you apply for SSI.

How Your Benefit Amount Is Determined

The amount you receive each month depends partly on your income. Once you turn 18, Social Security no longer counts your parents' income and resources. If you receive a monthly SSI payment, it is very important that you report any changes in your wages to Social Security.

Managing Your Benefits Online

If you are 18 or older and already receive SSI or SSDI, you can create a My Social Security account online to manage your benefits.

If you have a monthly income or financial resources that are above the federal SSI (Supplemental Security Income) limits, you can still apply for New Jersey Medicaid by visiting your County Social Service Agency. An individual who meets the criteria below may qualify for Medicaid as a Disabled Adult Child (DAC) under Section 1634 of the Social Security Act:

  • Is at least 18 years of age,
  • Has blindness or a disability which began before the age of 22,
  • Has been receiving SSI based on blindness or disability, and
  • Has lost SSI due to the receipt of Social Security benefits on a parent’s record due to the retirement, death or disability of a parent (SSDI).

Eligibility for Medicaid may continue as long as the person is determined blind or disabled and certain income and resource limits are met. For information, see the Disabled Adult Children (DAC).pdf fact sheet.
