Preadmission Screening and Resident Review (PASRR)

Section 1919(e)(7) of the Social Security Act, and Title 42, Chapter IV, Subchapter G, Part 483, Subpart C, Section 483.100 through 483.138 of the Code of Federal Regulations require that all people with intellectual and developmental disabilities be screened before they move into a Medicaid-certified nursing facility. This applies no matter how the person pays for their care.

Before Nursing Home Admission

The state must complete a PASRR Level I screening before a person is admitted to a nursing facility. If this screening is not done, the state cannot receive federal funding to help pay for that person's nursing home care. PASRR Level II

If the PASRR Level II process determines that a person needs Specialized Services, that person cannot be admitted to or stay in a nursing facility.

When a Nursing Facility Resident's Condition Changes

If a person with an intellectual or developmental disability already lives in a nursing facility and experiences a significant change in condition (as identified through the MDS 3.0 assessment), nursing facility staff must submit a PASRR Resident Review Referral to DDD.
